Schwarzenegger's Global Warming Plan

Governor Schwarzenegger has announced what seems to be an ambitious plan to cut emission of global warming gases in California. While the announcement seems ambitious - ultimately an 80% reduction below 1990 levels by 2050, it was announced as a "voluntary" reduction.

On the positive side, one could say he is at least taking some leadership and setting ambitious goals. On the other, he seems to be following the Bush strategy of "voluntary" compliance. Given that California is already going up against the Feds in court over reducing tailpipe emissions, one might speculate, that trying to mandate reductions would be met by similar Bush administration fights in court.

Industry claims to be concerned that California's move might set in motion states making their own requirements, and that would make business difficult and expensive. I have always thought that this was an interesting response. Why not produce cars (for example) with the lowest emissions that are technically possible. I seriously doubt that any state would demand the companies produce higher polluting products. Therefore (in my opinion) such complaints by industry are simply distractions.

It will be interesting to see how the Bush administration responds to this "rebellion" by their favored son.

I don't know why, but I don't trust a freaking word he says... and it's not just because I've seen him get blown up so many times and live to tell about it, either.

I feel this will be similar to how the organic label is being used, meeting the letter of the law and almost entirely missing the point. I'm concerned that reduced CO2 will include various ways of sequestering it which opens up a big can of worms, but I haven't read a detailed summary of the bill yet.
